This webpage provides information on the 14-19 Partnership and Becta, Becta, the 14-19 Partnership, Instructions to CLCs and the 14-19 Local Partnership. The instructions to CLCs are especially relevant in shaping the future activities of the CLCs.

14-19 Partnership and Becta

Since December 2007 the 105 City Learning Centres have aligned themselves with either Becta, or the 14-19 Partnership to assist these bodies in the delivery of their targets. The three Wirral CLCs have aligned themselves with the 14-19 Partnership. Apparently discussions are taking place with the possibility that the 14-19 Partnership may become part of Becta. In any event, both organisations are key to the future success of the CLCs.

Becta's remit

Becta leads the national drive to improve learning through technology. It does this by working with industry to ensure it has the right technology for education in place. Becta supports the education sector to make the best use of technology so that every learner in the UK is able to benefit from its advantages and achieves the best they can.

The 14-19 Partnership remit

The 14-19 Implementation Plan published at the end of 2005 charged providers in every area with the creation and strengthening of local 14-19 partnerships by Autumn 2006, led by Local Authorities with local Learning and Skills Councils. This guidance sets out for Local Authorities, local Learning and Skills Councils and other stakeholders what makes a successful partnership, based on the experience of the 14-19 pathfinders, summarises the key tasks for partnerships in delivering the changes ahead and explains the funding that is available.

A key element of the education reform programme set out in the 14-19 Implementation Plan will be a new national entitlement for 14-16 year olds and for 16-19 year olds, backed by legislation, to study new specialised Diplomas.This will be supported by a prospectus in every area setting out the courses and programmes that each school, college and other provider will offer young people, backed by effective advice and guidance.

Instructions to CLCs

The CLCs will deliver two sets of priorities
 
1. Delivery of targets for the 14-19 Reform Group. These will include delivery of the new curriculum and qualifications (new secondary curriculum; foundation learning tier; general qualifications; Diplomas; functional skills); action to raise participation and achievement; and tracking of learner progress.
 
 
2. National priorities for use of technology as agreed each year with BECTA.
 
These with perhaps some slight  amendents are: 
  • Support the local adoption of the SRF (Single Regeneration Fund)
  • Support schools in using learning platforms
  • Training teachers in e-safety issues
  • Support the local authority's BSF (Building Schools for the Future) planning and implementation
  • Support the adoption of hand-held technologies
  • Support the adoption of IWB (Interactive White Boards)
  • Support the Home Access programme
  • Support schools in personalising learning
  • Supporting the KS3 curriculum
  • Supporting 14 – 19 developments (including Diplomas)
  • Supporting school in extending learning opportunities
  • Transition projects
  • Development, Research and Application of Emerging Educational Technologies
  • Training/Supporting Teachers in the Implementation of emerging educational technologies
  • Support the KS1/2 curriculum
CLC Local Partnership Links
 
The CLCs are expected to work closely with their 14-19 Local Partnerships to agree local priorities and timescales for a business plan to be submitted to the DSFC (Department for Schools Families and Children) before the end of the financial year. The Wirral CLCs have a strong relationship with the Local Partnership through the Wirral LA line management of the CLCs by Gordon Fair.
 
The acceptance of the business plan will determine the release of each CLCs capital allowance.
